Public administration experts from Gadjah Mada University, Agus Dwiyanto, MPA, assess bureaucratic reforms undertaken by the government of President Susilo Bambang Yudhoyono has failed before birth. Agus opinion has been poured in a book titled "Restoring Public Trust Through Bureaucracy Reform."
"It could be likened to bureaucratic reform initiated by President Yudhoyono has failed before it was born," said Agus in surgery in his book Masters of Public Administration (MAP) GMU, Saturday, May 28, 2011. "The medicine given to treat chronic diseases in the bureaucracy is only useful as an analgesic while."
Agus likens the bureaucracy in Indonesia is currently affected by a chronic disease. Unfortunately, the drug or the reforms undertaken to overcome them only temporary. Agus also questioned the performance of the Ministry of State Apparatus Empowerment (PAN) as the spearhead of bureaucratic reform.
Supposedly, said Agus, Ministry of State Apparatus Empowerment reformed prior to reform. "But it has not been reformed already given a mandate to reform," explained Agus.
On that occasion, Agus also briefly mention the destruction of Indonesia's bureaucracy in applying the concept of Weberian bureaucracy that is not correlated with the structure of the bureaucracy in Indonesia. Besides also the issue of corruption as well as recruitment of civil servants who are still characterized by ambiguity rules and the game that made certain elements in government.
Agus also suggested the concept of joint responsibility of public accountability as one model of bureaucracy by making use of local wisdom. With this model he believes in reforming the bureaucracy will be no sense of shared responsibility among actors in the group.
"With transparency and awareness can be built with the bureaucratic model by optimizing the local knowledge possessed," said MAP UGM lecturers.
Meanwhile, practitioners of the Institute of Public Administration (LAN) Makasar, Amir Imaruddin, MDA, as discussant book confirmed support what Agus Dwiyanto. To reform the bureaucracy in Indonesia needs to be comprehensive and radical. With the move was believed to be the level of public trust in government will again increase.
"But keep in mind that is not just bureaucracy but also the environment around the bureaucracy, whether that covers political issues to the economy," said Amir.
On the other hand, Kacung Maridjan from Airlangga University, lamented the lack of concern for people who are still against this bureaucratic reform. For example, people are still often giving kickbacks to government officials to be given the ease when taking care of the letters. Lackey said bureaucratic reform in Indonesia will not be successful without the existence of political reform.
"Both of them can not be separated. Unfortunately, such political promises diumbar no bureaucratic ability to continue and make it to the community," said Kacung.
